Scholarship Offerings
Scolarship applications are open for the 2026 Conference until August 1.

The Walter E. Sivertson Leadership Scholarship honors the life and legacy of Walt Sivertson — a dedicated public‑safety leader whose family’s deep roots in the fire service and hazmat community reflected his own lifelong commitment to service. A Master Mason, mentor, and man who never met a stranger, Walt was known for his integrity, generosity, and steady willingness to help others. This scholarship recognizes students who embody his spirit of leadership, curiosity, and community‑minded service. This scholarship is open to active Association members, their spouse or their children.
$1,000 for college tuition, housing, meals and books.

The Bryce Thurman Leadership Scholarship honors the vibrant life and courageous spirit of Bryce Thurman — a devoted son, brother, friend, and United States Army Reserve Military Police Officer. Known for his outgoing nature, deep love for others, and fearless pursuit of adventure, Bryce had a rare ability to connect with anyone he met. His life reflected service, faith, and a wholehearted commitment to living boldly. This scholarship recognizes students who embody Bryce’s leadership, character, and passion for making every moment count. This scholarship is open to active Association members, their spouse or their children who are seeking a degree in homeland security or criminal justice.
$1,000 for college tuition, housing, meals and books.

The Norman “Norm” McTague Leadership Scholarship honors the extraordinary life and service of Norm McTague — a decorated U.S. Army veteran and a pioneering leader in Virginia’s emergency‑management and hazardous‑materials preparedness community. As a founding member of the Virginia Hazardous Materials Response Symposium (VAHMRS), Norm helped shape statewide and national hazmat training standards, strengthening the capabilities of responders across the Commonwealth. Known for his integrity, strategic vision, and unwavering commitment to public safety, Norm leaves a legacy that continues to guide the field today.
This scholarship recognizes the contributions Norm made to Virginia’s hazmat response community and supports those who carry that mission forward. Applicants must be active VAHMRS members and must be employed or volunteer within the Commonwealth of Virginia. The scholarship may be awarded to more than one applicant and may also be granted to a member organization — such as a hazmat team — which may then distribute the award among its members.
$1,000 for registration, lodging, and travel assistance to attend the Virginia Hazardous Materials Conference.
